Ann Ryan-Small practices in Ferriter Scobbo’s Amherst office, specializing in energy-related legal work.
An attorney for more than 20 years, she has extensive experience representing municipal utilities and other clients before administrative agencies, as well as in state and federal trial and appellate courts. She has counseled energy clients on a wide range of issues, including matters involving ownership and operation for nuclear and fossil-fueled power plants, power purchase contracts, and natural gas pipeline siting and construction.
She has significant experience representing municipal utilities and other clients in corporate organizations, as well as financing matters, such as the issuance of tax-exempt revenue bonds.
Prior to joining the Firm in 1986, she served as legal counsel in the Massachusetts Department of Revenue, overseeing development and publication of the first edition of Massachusetts Tax Practice. She previously served as a law clerk to the justices of the Massachusetts Superior Court.
Ms. Ryan-Small graduated cum laude from Boston College Law School. She holds a master’s of education from Assumption College and a bachelor of arts from Kalamazoo College.
