I joined Ferriter Scobbo as Of Counsel in 2017.

I have thirty years’ of experience in the private and public sectors regarding municipal utility, cable, energy and telecommunications regulatory and transactional matters. 

 I have taught Legal Research and Writing at Boston College Law School and served as a Law Clerk at the Massachusetts Appeals Court. I am a former Assistant Attorney General and Chief of the Utilities Division of the Massachusetts Office of the Attorney General, where I personally handled and supervised numerous public utility rate cases, financings and related matters. While serving as an Assistant Attorney General, I was on brief in Maryland v. Louisiana, 451 U.S. 725 (1981) (invalidating Louisiana’s first use tax on natural gas from the Outer Continental Shelf).

In the Boardroom

A substantial portion of my practice has involved counseling clients on regulatory and other compliance matters and assisting them in the implementation of their business plans. My clients benefit from my experience in representing governmental, consumer and business interests, providing the perspective needed to work with regulators and other stakeholders. Following the Telecommunications Act of 1996, I advised telecommunications service providers on state regulatory requirements, navigated the market entry/tariff phase, assisted with contractual negotiations, helped permit the deployment of telecom infrastructure in municipalities. I advised cable operators on private carriage issues and drafted private carriage agreements. I worked on market entry requirements and arbitration of interconnection agreements. I was counsel and co-counsel in precedent-setting conduit and pole attachment rate complaint proceedings in Massachusetts. I have worked extensively in advising municipal utilities in an outside general counsel capacity.     

In the Courtroom

I have assisted litigation attorneys in a support capacity and have represented clients in appellate matters. I have tried numerous administrative proceedings on behalf of municipal, utility, telecommunications and cable clients in Massachusetts, and Rhode Island, Vermont and New Hampshire.  I have represented both utility and consumer interests in rate cases, including the Commonwealth and Massport. I have represented both cable operators and municipalities in franchise renewal matters. I also handled numerous agency matters in Connecticut and Massachusetts on behalf of telecommunications clients.

In the Statehouse

Part of my practice has involved the analysis of proposed legislation. Statutory interpretation and drafting is an integral part of assisting clients in the Boardroom and the Courtroom.  

My wife and I have two adult children and three grandchildren (the most recent additions are non-identical twins).
